 Born on July 10, 1968 in Mexico City, is a graduate of the Universidad Autónoma Metropolitana (UAM), where extended studies of Mechanical Engineer. Beginning in 1989, and for nearly ten years, he served at the Center for Investigation and National Security (CISEN), participating as an investigator of the Foreign Affairs Branch. During the same time joined the Protection Directorate as Deputy Director, assuming responsibilities for coordination and support to state agencies and units of federal public sector. From 1998 to late 2000, Eng. Genaro Garcia Luna served as General Coordinator of Intelligence for the Prevention, in the Federal Preventive Police (PFP), who participated in the project, both in the conceptual design, as in the areas of executive integration. In 2000 he was appointed Director General of Planning and Operation of the Federal Judicial Police, corporation later converted into the Federal Investigation Agency (AFI) on behalf of the President of the Republic, in November 2001. This transformation of Schedule police, led the AFI to get three Innova awards, the Recognition of INNOVA 2005 by doing "Investigation of kidnapping in Real Time" and the certification of 33 processes under the ISO 9001:2000 in different areas, unusual situation imaginable for a police force. In February 2006, the Council of Civic Participation of the Attorney General of the Republic awarded him the recognition for their invaluable support to the Council during the period 2005-2006.
